It can help improve your sleep due to nerves so you will be more refreshed on the morning.
It helps with anxiety and can slow your heart rate down which will help with nerves and tension which would be very helpful in certain disciplines.
People only think of it as getting stoned but it has many qualities that will improve your performance so yes in certain circumstances it is a performance enhancing drug and yes should be banned.
IN the case of the American Athlete, she knew it was banned and did it anyway.

Weed has some anti-inflammatory effects, but so has an Aspirin. It helps with anxiety and sleep, true, but so do (and much more) drugs that treat sleep and anxiety disorders. And as far as I know, those drugs are banned during competion, not during training.
It doesn't make sense to punish somebody because she smoke weed while she was training, while allowing her to take benzodiazepines, which are much stronger.
