I've only been posting this link for years on this forum in an effort to get you to understand how Trump accomplished his gun grab.

This kind of thing does not happen without the approval of the president. Bush did the same thing with spring loaded bump stocks in 2006, so it is not unique.

Based on your PDF, the bump stocks and slide-fire devices are accessories; however, when they are assembled, they are considered a “machine gun”.

But back in 2010, the federal Bureau of Alcohol, Tobacco, Firearms and Explosives determined that bump stocks were merely accessories, or firearms parts – and therefore not regulated as a firearm.

A plain reading of the statutory language, paired with close consideration of the mechanics of a semi-automatic firearm, reveals that a bump stock is excluded from the technical definition of 'machinegun' set forth in the Gun Control Act and National Firearms Act.

Those are no substitute for the actual Code of Federal Regulations published by the federal government.

Not only are the links you posted obsolete for years, they are worthless other than for historical purposes and for how the Obama administration was less anti-gun than the Trump administration.

The PDF I linked to says that bump stocks, all by themselves, are machine guns. It does not say the stock has to be attached to the rifle to be considered a machine gun.

Owners would have not been required to surrender or destroy their bump stocks if one of the options was to simply removed it from the rifle.

The kcci article is from 2019, the year the ban went into effect. It clearly states that bump stocks were considered accessories back in 2010, but in 2019 they are machine guns.

But back in 2010, the federal Bureau of Alcohol, Tobacco, Firearms and Explosives determined that bump stocks were mere accessories, or firearms parts -- and therefore not regulated as a firearm.

At his direction, the Justice Department in March 2018 proposed a rule clarifying that bump stocks were not merely parts but instead were "machine guns" -- what the federal government calls fully automatic weapons -- as defined by existing law.


This news article does not supercede the CFR.

The NPR article simply reports that a court disagrees with the Trump administration's defining a bump stock as a machine gun. It actually reveals how stupid it was of the Trump administration to say that a bump stock is a machine gun when the trigger is still pulled for each round fired.

Again, the court ruling has yet to supercede Trump's action nor does it say that the CFR says a bump stock has to be attached to the rifle to be a machine gun.
