Every government spews propaganda, including the Iranian regime. Don't know what Iran has to do with this movie. While it wasn't explicitly stated, the antagonist was Russia as they are the only country with fifth gen fighters besides the U.S. (Su-57s). China claims their J-20 is fifth gen, but it is really a fourth gen.

The fifth gen fighters. Outside of the U.S., only Russia has them and I think at some point in the movie they referred to them as Su-57s. All the fucking snow.

There's snow in Iran as well. And while Iran doesn't actually have 5th gen fighters, they have long claimed to have them. That they lack them in reality is not an argument, any more than the lack of time travelling technology in reality is an argument against Terminator.
In any case, Russia doesn't have any Tomcats. That excludes Russia. And Russia has had nukes for nearly as long as the US has. This also excludes Russia.
And a pre-emptive strike would never be dared against Russia. However, it would easily be dared, and has been done multiple times, against Iran, in order to make sure their strength stays below a certain threshold.
Iran is the only country operating f-14's.
