The usage at issue here is not about "they" referring to an unspecified, unknown person. Example: the phrase "that's how they get ya". It's about using it for a specific, known individual who has decided to pretend that she has no gender. Analeigh Tipton can cut her hair short and ask people to call her "Leo" all she wants. She's still a woman.
