It was the armorer's responsibility to assure she was handing Baldwin a gun loaded only with blanks or dummies. However, anyone who has any experience around guns knows that you don't take another person's word that a gun is unloaded or safe. You always check it yourself, especially in a filming situation where you're going to be pointing it in the direction of people. It's not difficult or technical to check a gun. Any kid could learn how in about half a minute. Since Baldwin didn't check the gun, he bears at least some responsibility.

As for Baldwin's claim that the gun fired even though he didn't pull the trigger, any gunsmith could examine it and verify whether or not that's plausible.

And yes, from what I've read, manslaughter is the correct charge. There was no intent to do harm, but the poor cinematographer is still dead.

He shouldn’t be charged with anything. That is absolutely ridiculous. His job is to act out the scene, not determine whether the prop gun he’s been given for the scene is faulty or not.

I don’t agree with Baldwin on much, but this charge is laughable. He is not responsible for what happened.
