No, popular actors means they are not bad actors, most people liking them means they are entertaining, that is what determines good actors from bad, not about their skills, it is about their end results.
A good movie is the one most people like, not about whether they are high art or thought provoking, it is about whether they are entertaining. On that score this movie is definitely above average, or at least average. Certainly not bad if it is currently the most popular movie on netflix.
So following this logic of yours.....The Fast and Furious movies are great films and Vin Diesel is a fantastic actor.

I like some of those movies and hate the others, but you have to admit FF is a very successful franchise.

That's the same excuse we get for every uninventive piece of trash. Since almost every film in this genre these days is uninventive trash, this means garbage films like this don't deserve to be looked upon as welcome, mindless relief from all the other serious and intelligent films we're (not actually) inundated with.
