Dick Van Dyke will be in the movie but he won't be playing the same character. I think an EW article said he will have a rather small role in the film.

Lin-Manuel Miranda will likely be taking over as the new song-and-dance man.

Had Julie Andrews accepted the invitation to join this cast, I have a feeling Dick Van Dyke would have played Bert. There's no way you bring back the original Mary Poppins and not bring back Bert, even for a short scene.
