S3: The bad guy looks like Arnold Schwarzenegger on purpose?

There's some bad guy that looks just like Arnold in Terminator (the first one)
is that a coincidence? Or it was on purpose considering that The Terminator was an 80's movie

The Russian terminator thing was definitely intentional. The first movie was out in 1984. So if Hopper made a joke about that guy being a robot it would've made perfect sense - even though he didn't.

Fully intentional. Even the way he moves and his facial expressions (or lack there of).

The mayor when Hopper questions him who the guy is, he even says ironically, "Arnold Schwarzenegger!"

I called him "Evil Arnold," while my dad and brother called him "Blockhead," for the way his head was sculpted.

Yeh, a lot of people noticed this.

If the Duffer brothers for some reason said that this was merely a coincidence, no one/not many would buy that. I saw it as a very obvious Terminator homage.
