It's certainly in contention for worst superhero movie. It commits a sin worse than Batman and Robin in that it is bland and boring. Batman and Robin has a campy so-bad-it's-good quality at least.

The first Fantastic Four movie (made in the seventies or eighties).

I consider Green Lantern in the top 10. Doesn't even come close to the worst.

I agree. The first half is great, but the second half loses its mojo, probably because of the weak villain.

Agreed. While very very bad, it does not challenge movies like

Supergirl
Superman 4
Catwoman
Batman 3 and 4
Ghostrider/s
Fantastic Four 94

It is in the D- category along with TDKR, Thor 2, Amazing Spiderman 2, BvS, Suicide Squad, etc

I thought this was okay but the villain was boring and ruined the film.

Otherwise, Green Lantern is a good character and the corps is interesting. There aren't too many superheroes that are part of some kind of organization where they get their power from. There's lots you can do with it.
