So is the new rule an actor cannot portray a type of person that they are not?

If so, many films including Forrest Gump and Hamilton should be banned/cancelled/deleted/ whatever today's cool word is.

Only when that type has the oppressed card.

For example, whites can not dub non-white characters*, however, blacks can dub white characters. Since trans have the oppressed card, that means that non-trans can't play (and eventually dub) trans characters.
