No European country can join NATO as long as there is fighting within its borders. There has been ongoing fighting in Ukraine with separatists for years, therefore there was zero chance of the country joining NATO.
Another issue was corruption by Ukraine's oligarchs. Zelensky had moved against them which likely caused Putin to go to war.
He's changed it now. Now he's worried about Ukraine getting nuclear weapons.

Oligarchs take a nation's wealth for themselves and allow most people and society to become poorer. They're extremely selfish and greedy. I read that Putin only began to send troops a few days after his very close Ukrainian friend and fellow oligarch's bank accounts were frozen by Zelensky whose been trying to get rid of oligarch corruption.
FDR targeted and destroyed our oligarchs, aka:Gilded Age, in the 1930s with higher taxation and the New Deal which lead to higher wages and standard of living for most Americans until the 1980s when the oligarchs fought back with changes in taxation and legislation favoring themselves. This has lead to their becoming richer and most wages and quality of life going down for the rest of us.
