Do they explain why the T-800 looks older?


Or is it just an unavoidable plot hole you have to accept?

Yes, they do.

SPOILER

The movie opens with a really stupid plot beat, in which Sarah and John are chilling on a beach somewhere in 1998. A T-800 (Arnie at approx 40 years old, digitally de-aged) is sent back there, gets the absolute drop on Sarah and John, and with absolutely no problems, Arnie guns down John. Sarah doesn't even have a handgun on her.

After this ridiculous, contrived and absolutely disrespectful event, this Terminator, after succeeding in his mission to kill John Connor, moves to... a cabin in the woods... gets a wife... raising a kid (not his own, even the creators of this mess are not that stupid, only slighly less so)... running a draper business... petting dogs on his lap (dogs should go mental in the presence of Terminators, but nevermind that)...

Ugh, my brain still hurts, but hey... this is what happens. So in the next 30 years, this is what the T-800 does. While doing all this, he also ages. End of story.

Never considered the dog before. But possibly the dog would have become accustomed to Arnie. But good spot, that never even crossed my mind.

Yep, it's just another beat of disrespect towards T1 and T2...

The layer of skin over the machine / metal is actual human tissue. So it ages like natural human tissue while the machine / metal underneath does not

To be 100% accurate, it's not human tissue. It's synthetic but created to imitated perfectly the natural human skin so it ages the same.
