Does anyone wish Bebop & Rocksteady were in this movie instead of Tokka and Rahzar?

I do because I thought Tokka and Rahzar were lame and annoying villains, plus I also love the chemistry between Bebop & Rocksteady

Wasn't it supposed to be an imitation Bebop and Rocksteady? The character designs are similar.

Tokka and Rahzar
One of the most noted criticisms of Teenage Mutant Ninja Turtles 2 concerned the decision to introduce two new sidekicks alongside returning villain Shredder, rather than draw on the wild array of mutant animals that had featured in the comics and TV series.

Many fans had expected to see Bebop and Rocksteady, the mutant warthog and rhinoceros supervillains made famous in the cartoon, feature. However, that cartoon outing proved both a blessing and a curse.

“I didn’t want them in any of the movies,” Laird later revealed on his personal blog. “It’s not so much that I disliked the characters so intensely, but more that I found their constant one-note shtick in the first animated series to be extremely annoying and silly to the point of being stupid.”

Gray’s version of events differs slightly.

“We wanted new villains because we would get a piece of the royalty, which we didn’t have with the first movie. We figured if we created something they didn’t come up with we would get a piece of the pie. It was a business decision.”

This sounds like the far more probable reason than the previous excuse about Bebop and Rocksteady being "dumb" characters. So you replace them when even dumber and even more one note characters? They clearly just wanted new toys to sell. Virtually every kid wanted/expected Bebop and Rocksteady

I figured the same thing.

It may as well have been beebop and rocksteady. Tok and Raz were simple minded overly storng just like Bebop and Rpcksteady. I don't understand how Eastman and Laird didn't want Bebop and Rocksteady but they were ok with Tokka and Razor.

I honestly wish they went with Baxter Stockman as the only villian like they originally intended to.

Baxter would have been fun but he isn’t much of a fighter and I think they wanted more physically powerful villains.

they wanted the mousers to attack, i would have liked to see that besides they didn't really fight shredder in this one so to me bringing him back was pointless. at least in the first one they had fights with everyone including shredder (he was obviously too much for them)

Mousers would be fun. I expect they would have been claymation or something.

I don’t think Beebop and Rocksteady would look all that good as lifesize rubber suits so Toka and Razor worked fine for TMNT 2. Im glad they waited until the improvements in CGI to include them in the last movie.
