My family uses that expression for someone who can't get their point across without being excessively verbose. "too many notes!"

Many have found it entertaining on some level; however, it presents Mozart as a giggling idiot, and Salieri as a low-talent hack, neither of which is true. I find it tiresome and silly, but you need to watch it and form your own opinion.
