In order to convict that man in the video, they would need to know the specific case details, the name of the victim and the date that the crime happened. Our legal system cannot convict on vague confessions such as "I have robbed some people in my lifetime", it needs specifics such as "I robbed Joe Smith in Chicago on March 3, 2015".
The law requires a specific crime in order to even charge someone, much less convict them.
The police are competent if they are following the law.
