It is kind of like the military, you just need to have a good background and the bravery to lose your life, in the time of need. Are there any other qualifications I do not know about?

In order to convict that man in the video, they would need to know the specific case details, the name of the victim and the date that the crime happened. Our legal system cannot convict on vague confessions such as "I have robbed some people in my lifetime", it needs specifics such as "I robbed Joe Smith in Chicago on March 3, 2015".
The law requires a specific crime in order to even charge someone, much less convict them.
The police are competent if they are following the law.
Lynching people is against the law.
