Role, and doing it badly.
Reminds me of when Jeff Bridges did that drunk stroke victim voice for "True Grit", then stuck with it afterwards in real life.
Our vocal cords age just like the rest of us do unfortunately.
I think he was just trying to sound more cowboy-ish
