No, they're just emotionally stunted. They haven't matured due to various circumstances.

Both parents enabled them to live a lives without ever having responsibilities. They lived their whole lives in perpetual childhood and never grew up. Basically, It was nurture, not nature.

Brennan's brother Derek is evidence of this, as he too had a TON of issues of his own (even though he was financially stable).
