At first in the previous movies I thought this was Ezra's take. But now they doubled down on it and it is clear he has been given direction to run like that.
Seems ridiculous and distracting, not to mention a very inefficient way to sprint.

The cadence of his legs don’t match how quickly the background changes. It is like he is running slowly on a treadmill while the treadmill is being pulled rapidly through the environment. In the old Six Million Dollar Man TV show they would often use slow motion at the times when he was supposed to be running fast but there he was in sync with his environment.

I always thought it worked there.
I was also thinking of all the fancy arm movements he does which are completely unneccessary.
