Criminals could just resort to kidnapping and severely injuring to avoid pre-crime

They make a point to say the pre cogs only can see murders. They can't see rape or assaults or anything else. Eventually, if this was real, I think criminals like gangs, organized crime, pedophiles, and serial killers would just resort to kidnapping and imprisoning people they wanted to kill. If the mafia wanted someone dead, just lock them up somewhere instead. If a serial killer wanted to keep killing, just start imprisoning his victims. This wouldn't be easy or anything, but could definitely be done by some criminals.

And just severely injuring people would be enough for other criminals. You want revenge on someone, but can't kill them because of pre crime? Just beat the hell out of them. Horrificly injure them but don't kill them.

Perhaps the pre cogs skills would evolve as well.

Yes, but that probably wouldn't stop really enterprising criminals from giving it a go for a few months.

The problem is the criminal would have a witness who could identify them or a lifelong prisoner who would take up their time and also be at a physical location where the criminal could be tracked to.

1. the first murder we saw was a crime of passion. where people act emotionally and irrationally.

2. while not detectable by precrime, that has its own risks too.the mob will have to have literal compounds to house its dozens and dozens of enemies it chose to kidnap but not kill.
