It is one of the features of the action thriller is the false phone trace. A rapport is developed between the villain and the hero via telephone. The villain will be smart enough to
re route his phone. The police or the FBI will trace the call, and some one will shout "Got him! He's on 23 XYZ Avenue!" The SWAT team will go charging in on an old granny and her cat or worse, the house is rigged with explosives. In this particular film, the Secret Service go crashing into the house of an innocent black man.

easy...see "three days of the Condor"

If you are a telephone technican it was always relative easy to do, but it basically only worked back then, when the person didnt use their phone, as it wasnt working after the manipulation.
