Why do people choose to sleep in stairways?


Thorn (Charleton Heston) is constantly having to walk over people sleeping on stairs. Yet once he reaches the bottom there are plenty of open spaces on the street. Wouldn't you rather crash out on the pavement?

i mean what if it starts raining or is just generally cold. I've never been homeless but would think inside a building is better than outside.

No one cares what happens to poor people, which was the point of the movie.
Stairs, pavement, just step over them. They don't matter.

Because stairways are often covered from the rain, snow, etc.
