DJT used this to his favor and floated positive (made-up) press about himself as well as pushing made up stories about his "so-called" enemies or rivals. When DJT ascended to the highest position of power in the world he finally had access to the crown jewels of information and intelligence gathering. DJT was probably frustrated to no end when he didn't find within his purview any alleged malfeasance or dirt on any one (in his mind) of his political foes.

DJT probably took any and everything that he thought would make him look bad and never realized that all his schemes to stay in power, and keep this information out of the hands of the public, wouldn't work. True to form, DJT arrogantly, and most importantly, mistakenly thought he could take any and everything that he wanted. The DOJ has told him otherwise.

DJT thought he could use this information in the future to leverage "knowledge" and wield power, because DJT is NOT close to being a smart guy or even intelligent. DJT is admittedly deceitful and transparently shrewd and yet that serves him well.

DJT never wants to be seen as a loser but that is clearly what DJT IS and has always been.

Nixon had the same delusion about his presidency. Because he himself had undermined the peace process in Vietnam by offering the corrupt South Vietnamese govt better terms when elected if they rejected peace talks during Johnson's administration, and he was sure that the CIA/FBI knew about it and would probably try and blackmail him about it one day. That lead to Nixon believing he, as president, had have his own covert intelligence and espionage operation prepare any retaliation and to take care of his political enemies. His inability to uncover anything lead eventually to Watergate and the attempted cover up of his entire, illegal surveillance and interference efforts.

His belief that he was a big player in some private espionage war caused him to be create one. Only to be an amateurish failure in it.
