They thought like children in IT 2017 because they WERE children, and all they knew was to overcome their fears and beat him with sticks until he retreated. This time, they knew better, and simply sapped his self-esteem, making him (somehow) soft and pliable enough to be able to rip his heart out. It's a Stephen King adaptation given the stamp of approval by the author himself, what do you expect?
