I dont think He was Specifically haunting Luke or Anyone Particularly ....I just think He was Haunting The House and everyone in it at random

I think the reason why you think he was haunting Luke was the one scene where He comes into Luke rooms and hides under the bed, But It was clear to me, The Tall Man Only came into his Room to Retrieve His HAT, The one Luke's mom didnt want to give him but his dad said it was ok a few scenes earlier...The Tall Man came into Lukes room, Got the Hat, Put it on, Left, and only came back once he heard Luke making noice....Pretty sure The Hat was the only reason in went into Lukes room

No clue who he was, I'm sure theres something in the book that hints a possible history/identity of someone who fits his description living and dying at the house

All I really picked up about him was he was the dead body that bricked himself in, and in one of the visions in the final episode they talk about how he built a wall to keep the fear away but it was still in there with him. (I can't remember who was saying it) And something about how he was small in life but tall in death.

So I think he was just one of the people that the house had "swallowed up."

The Tall Man kept haunting Luke when he was wandering in the streets, taking and counting seven steps, then turning around and the man had followed him. He wasn't as tall but I think it was him (at least in Luke's head) until he turned into "someone else" (don't wanna spoil it)

I thought it was Mr Hill who the house is named after, his wife being mentioned early on being sick in bed and Mrs Dudley as her servant ...
