In which case I'm still not clear why she would shoot at Naomi, what am I missing?

Naomi was in the Land Rover, that was the JIC vehicle Madison told Alicia to set up. I'm guessing when things went bad at the stadium, Madison got separated and took off with it. That would explain why none of them were concerned about Madison, they knew she had enough supplies and would be all right on her own.

I came here to see if anybody else was confused about it.
I watched the ending multiple times to try to see what I might be missing?
I can't figure it out. It just doesn't make much sense? :shrug:

Neither does the crew waiting outside the stadium. Waiting for their little community to fail?
But why? To take all the food that they don't have?

She shot at Naomi because she joined the Vultures, look at how she was dressed and the fact that the leader Mel was waiting for her to ride up in the car. Looks like Alicia and co thought she was dead at the stadium but i'm guessing the Vultures found her and helped her and she joined them.

When John and Laura greet each other Laura appears to look over at Alicia specifically and make a sort of 'guilty'(?) facial expression. I suspect there might be more to the story that hasn't been revealed yet.
