Roles are recast all the time. Marvel replaced Edward Norton with Mark Ruffalo, and Don Cheadle took over Terrence Howard's role. If anything, recasting Kang is easier because the character himself exists in multiple iterations. Just as John Krasinski portrayed the alternate universe version of Mr. Fantastic, but Pedro Pascal is likely portraying him in the main timeline, it makes perfect sense for another actor to take on the role of Kang.
