No, because they are born a woman. It's not like a caterpillar that changes into a butterfly through natural science.
shareWhy not? If that person develops as male, that person would be considered a man, no matter he was born a woman. You are what you are, not what you were born. If you treat somebody with hormones since birth to develop as male, what you get is a male.

Gonads develop between 2-6 month in the fetus. There is NO way to reverse it, someone would have done by now.
