Kind of a catch 22. The council tells them to go after him in what is basically a suicide mission. If they refuse, then the council kills them (or in Caine's case, his daughter)
It is an open contract, they don't have to complete the mission. In the end only one can complete the mission. What do you think going to happen to the rest?
The only one did not have a choice was Caine.
Also, why aren’t they all trying to kill each other? If you can only collect your fortune by killing Wick then why would you stand around with multiple other assassins (like on the steps)? You’d need to take out your rivals first then kill Wick.
