It's a tricky character and the tone doesn't fit the DCU and there are a lot of other factors but it all comes down to ... David F. Sandberg is not a good director.
He made two not-very-good-but-profitable horror films. That does not mean he can make a good superhero film. If it means anything, it means he can probably deliver a film on time and on budget.
