I haven't watched the video, but my guess would be that past age 18 there are no more time restrictions, school requirements, or accompanying parents. Adult actors are more experienced and usually more skilled than child actors, and can display their breasts without legal complications.

Also child actors are required to have an adult on set watching out for them at all times. One more person for the studio to pay and provide insurance for.

Plus since this is rated R i m sure they want sex appeal. I couldn't buy Shannon Elizabeth as a Teen, she was 25 here but the youngest she looked was 21. In Jack Frost she was like 23 and playing college age if I recall. Sometimes it gets too ridiculous shows like Riverdale and 13 reasons why have 27-29 year olds playing 16 year olds
