My least favorite episodes from the first three seasons are
"Slumber Party" (where Tommy catches a cold while Angelica sleeps over)
"My Friend Barney" (where Chuckie has an imaginary friend)
"No More Cookies" (where Angelica promises to never have cookies again)
"Seven Voyages Of Cynthia" (where Angelica loses Cynthia)

I also remember not liking "Chuckie Gets Skunked" all that much either.
shareThat skunk was annoying. In The Dreamtime would have been great if it wasn't for that mean part with the spider, so I always shut it off. Moose Country and Slumber Part were also kind of tedious. I don't understand some of the other choices here. Some people have listed some great episodes!
shareI didn't care for a lot of the episodes from the first season where the only baby that appeared in the episode was Tommy. Though I guess I am biased as he is my least favorite Rugrat.

I just watched the first 4 episodes yesterday and Slumber party wasn't as funny as the previous 3 episodes.
