I don't think anybody can be as mentally challenged as he appears to be.
My guess is, he is just playing this role because of the success he evidently has. Which could be seen as even worse, because what does that say about his audience?

It's a literal example of one's mental disability directly resulting their political affiliation. He's stupid, but he's one of the few who are smart enough to know he's mentally disabled. But because he's stupid, he doesn't understand why, and incorrectly blames his mental disability on his race, which is why he uncle toms for the party of what he believes to be the smarter race.
