The current design leaves spaces you could hand a kilo-sized package through, along its entire length.
$21.6 billion just to build it and doesn't even include the cost of maintaining it thereafter. Tsk tsk. It'd be easier just to funnel them all into California and just build a wall around there. Probably would cost less too. Then we'll just observe and grin to see how they'll manage and/or cope with the yearly mass influx.
