Should people who sanitize hospitals be SCREENED, to see if they are agents of foreign governments?

shareThere was a rerun episode of Monk yesterday that had maids in a hotel photographing business documents hotel guests left in their room and then extorting the guests later. They then commit murder and Monk comments it was the cleanest crime scene in history.
shareWhy would foreign governments want to steal dribs of personal information from hospital patients? Most hospital patients are old, poor, and obscure, unless the hospital in question is Cedars Sinai or is at the heart of major political center.
And FYI most medical information is kept on computers these days, and the housekeeping staff aren't given access.
