The Wanting Mare (2020) - Very similar to Stalker in its precise, meditative style along with some ingeniously implemented visual effects. Available to stream on Prime and for free on Tubi. https://www.imdb.com/title/tt2267554/
Cold War (2018) - This might be what you're looking for in terms of Tarr. I haven't found any interview to support this, but I wouldn't be surprised if Damnation were an influence on this film. Blue Jay (2016) - Very tender romantic drama with a distinctive black and white look. Available on Netflix. https://www.imdb.com/title/tt5912454/
Bonus: Sexmission (1984) - A black sci-fi comedy from Poland that probably was inspired in part by some of Tarkovsky's ideas in Solaris. As one film expert once put it: "I gotta say, this is a funny movie." https://www.imdb.com/title/tt0088083/
