It was too late for the anthology idea by the time they made a sequel with Michael. If they had started 2 as an anthology it could have possibly worked. Not anymore.

That would have defeated the purpose. Vic was a red herring trying to throw you off into thinking he might be the killer. If he is killed, that ruins the entire thing.
Not really, there's a shit ton of times real killers have copycatted others so that they can easier shift the blame...which was Roy's intention also.
The real life Toschi didn't have any faith on it actually being Allen either.
