And how and why would they tolerate a six pm curfew. Why would people put up with this? Certainly this would get back out to the county seat where the sheriff/police stations are.

The only thing I can think of is it being a control issue.
It guarantees no crime. Except for the Silver Shamrock people at the top. I could see the appeal of this to older folks and the more conservative type.
