No, it wasn't Robby Benson. I checked his credits, just to be sure. The guy I remember had more mediterranean features. Thanks for the suggestion.

I think I remember this one as well, but, of course, I don't remember the title. I'll add what I do remember.
It was a Canadian production.
The older girl was a best friend, not a sister. She was a Canadian actress, I think.
The killer was an older man who was trying to marry the girl's widowed or divorced mom. He was plotting to kill the mother, but I don't know why. Maybe for insurance money.
The younger girl wasn't old enough to drive and rode a bicycle often.
I thought this was the film "The Stepfather" from 1987, but the plot doesn't match up.
If I remember anything else, I'll add it.
