That gets a laugh at first because it just seems like a throwaway line, but really, they're probably showing it on purpose as part of introducing them to outside cultures

That's a plausible hypothesis. I didn't even notice that line upon my first viewing! When I heard it upon rewatch it's rather amusing to think about those hallucinogen-loving pagans watching something as silly as Austin Powers!

I figure we're intended to think of it as a funny throwaway line, but this movie isn't really like that.

My assumption is that it's a ruse to give the outsiders a sense of comfort, so they don't feel as isolated as they really are.

My theory is that Ari Aster likes Austin Powers and was on shrooms when he thought about adding that line to a script

All of his movies are clearly influenced by the Austin Powers franchise. Heredetary comes to mind.
