Is Jimmy Baxter ever referred to as a member of the Mafia?

Mafia is an umbrella term for a type of organization. Similar to "cartel". Not all mafias are the same, just as being a member of a cartel doesn't imply a specific organization. In America, we generally think of the mafia as one of the five families of NY. They grew out of Cosa Nostra transplants from Italy in the early 20th century. But in no way should Italian American mafias be considered one in the same as the true Cosa Nostra mafia operating in Italy. Besides, you have to be a pure bred Italian to be a boss even in the Italian American mafias, so Jimmy is not a member of the mafia as I assume you presume. An example of a non-italian mafia would be the Yakuza.

In any event, I would liken what we know about the Baxter's to be more similar in structure and operation to a cartel than a Mafia.

Organized crime in New Orleans is run by the Mafia. So Baxter running an organized crime group like his is unrealistic. New Orleans is really more of a town than a city. He would not have been allowed to grow an organization to that level.

it is not clear what he was into he did state at one point that the baxters don't sell heroin.

The way I looked at it --- He married into it, used the father-in- law, set up some drug sellers than built a legit business and was probably easing out --- but once your're in You can NEVER leave

I don't think they ever used the actual term, but organized crime is certainly implied.
