So I'm 35 minutes into the first episode and have no idea what's going on

Is this normal?
I know that the guy is supposed to testify at his brother's trial to back-up his alibi, and that he's been chosen to test a new drug.
But the world-building...I've no idea what kind of place this takes place in. I don't think I've understood most of the dialogue...
Feel like I'm barely hanging by a thread here...but I've also got a bit of ADD...is it me? Have I been distracted, or does this show play it pretty close to the vest in the beginning?

No idea what I'm watching here, really lol
