This film shows how someone like Charles Cullen was able to get away with his crimes for so long. The hospitals, were so fearful of being sued by families that they chose to get rid of him knowing or having a strong suspicion about him. In situations like this, organisations go into a defensive mode and seek to protect themselves rather than deal with a problem. How many patients did Cullen kill? We will never know.
