Was that a speech impediment or an accent?

The way the Colonel (Tom Hanks) speaks in this movie. Is that supposed to be some sort of regional or foreign accent? Or is that supposed to be speech impediment?

It was incredibly distracting for me. My wife and I had recently watched an episode of Criminal Minds where a mentally impaired man was torturing and murdering young girls. The character in that show spoke much like the Colonel in this movie, with the intent of making him sound retarded.

Obviously, with his success and business savvy, the Colonel was not retarded, so what was the intent? When people pronounce the letter R as a W sound, I consider that an impediment.

I’m not sure. I believe The Colonel was a foreigner. But whatever the accent was, Tom Hanks really pulled me out of the movie and I felt like he dragged down an otherwise great movie. IMO he was miscast. But I guess they wanted the star power.

Definitely a poor casting choice, or at minimum a poor accent choice. It was awful, distracting, and a pretty big detraction from the movie.

My dad and I felt the same way. Distracting and dragged down the movie. We thought he was a terrible decision. His performance wasn't very good and I didn't like that they seemed to make him more of a main character than Elvis. It would've been much better if they chose someone else.

Parker was born Andreas Cornelis van Kuijk in the Netherlands and only came to the US when he was 20.
