Whether he is more “well known” or not seems irrelevant to me after watching the film. He was an ancillary character to the story compared to those in the photo. It actually would have been odd to have him in that photo with that tag line.

Clarke seems to be inferring that there is some reason why he was not included. Its simply a matter of the size of the role and the amount of screen time an actor gets. And how far down the cast list they are.

The first 6 cast members credited on IMDB are on the poster. Clarke is seventh billed.

I am also pretty sure Clarke and his agent would have been notified of his status regarding credit and billing on any publicity.

Its bad form for Clarke to single out his fellow cast members here. They would have no control over such an issue.
