WTF? Napolean was French, so where is the French accent?

Napoleon spoke unaccented French so it would make sense in an English language version for someone to be speaking English in a native accent. Older movies did this all the time and it was fine.

One thing I learned from watching Star Trek: The Next Generation and various productions of Les Misérables is that French people have English accents.

I think Joaquin has reached that rarified air, much like Sean Connery before him, where he is such an amazingly talented actor that it just doesnt matter. And good for him.
