Senseless

I think it is just homework for future Marvel movies.

1. There is a back-story about Fury and SHIELD that needed to be told.

2. The Skrull story needs to be told in the Post-events from Captain Marvel.

3. The reason behind SABER needed to be told and you are correct that it sets-up future movies, events, and characters for the MCU.

This is the MCU and Long-Form story telling is what they do. Along with it being ALL connected.
