Did the pictures ever get sent to the police Chief? They were having trouble sending due to lack of service. However, even if they didn't, the detective still had a minute conversation with the Chief. What do you think he did? Assuming the detective died and his body wasn't found, the Chief would likely have put out a massive search and sent the info to the feds. It would also likely have been a big media story. Unless...

The Chief is in on it too.

Well, it was a year later and the game was still going on. I guess we’re to assume that literally nothing came from it.

I just watched the scene again and it showed him holding the phone when confronting the Front Man. However, when he gets shot, the phone can no longer be seen. Maybe he didn't have it when he fell and it's still there somewhere waiting to be discovered, charged, and resume sending.

We don't know for sure. I think it was intended that way.
