Trash movie that should have centered on the teddy bear

Creepy robot boy we're supposed to be sympathetic to wanders around being annoying and meeting unlikeable British people and Pinocchio cliches. What is the end? That tinkling piano music and some British narrator over it all?

Whereas the animated bear was compelling, cute, and had personality.
