Star Wars: Could Palpatine Have Wiped Out The Jedi WITHOUT Order 66?

If Palpatine commanded a Republic military of recruited beings, could he have still enacted the Jedi Purge without the infamous Order 66?

If he'd given all his normal recruits some sort of neural implant it could have worked, but the clone plan was better. With clones he could both produce an instant army just when one was needed, instead of taking the time to recruit and train a galactic army, and trust that there would be almost no variation in reactions to the order to kill the Jedi. He needed uniform obedience, he waa smart enough to know that if even a few Jedi lived, they could be a huge problem for him, and they were!


Plus the clones could be converted to ruthless Imperial slaves who'd kill innocent civilians with no trouble, and he didn't need to pay them if he didn't feel like it. Really, the clone plan was brilliant.
