The reveal came from John Doe, not the box. I guess they could have cut back to the head after John Doe's speech but it probably would have felt awkward and pointless.
shareI understand your point. I do think the few blonde hairs that wisp out of the box near the slightly bloody edge is a much more chilling effect than seeing the whole head. I listened to the commentary years ago and if I recall correctly her severed head was never shown on purpose as a tool to increase the freakiness not because of a lack of budget or special effect abilities.
